The Nigerian Communications Commission (NCC) has launched a public consultation on Satellite Direct-to-Device (D2D) connectivity, as part of efforts to leverage satellite technology to close connectivity gaps in Nigeria’s unserved and underserved communities.
According to the Commission, D2D technology enables standard mobile devices to connect directly to satellite constellations without the need for additional equipment. The approach is expected to complement existing terrestrial mobile networks and extend communications services to areas where traditional infrastructure is limited or unavailable.
The NCC noted that the adoption of D2D connectivity could deliver several benefits, including expanded network coverage in rural and remote locations, improved service continuity during fibre cuts and power outages, and strengthened emergency communications to support public safety and disaster response nationwide.
In support of the consultation, the Commission has published a Consultation Paper outlining proposals for a regulatory framework to guide the deployment of D2D services. The document addresses key issues such as spectrum allocation and sharing arrangements between Mobile Network Operators (MNOs) and satellite service providers, as well as technical standards, licensing requirements, and consumer protection considerations.
The NCC is inviting comments and recommendations from all relevant stakeholders, including MNOs, satellite operators, equipment manufacturers, industry experts, and members of the public. Submissions may be sent by email to consultation@ncc.gov.ng or by post to the Executive Vice Chairman at the Commission’s headquarters in Abuja.
Stakeholders are required to submit their responses no later than Monday, February 9, 2026. The full Consultation Paper is available for download on the NCC’s website at www.ncc.gov.ng.
